Good news! The next working version of BattleEdit is now available!
The file should be downloaded from here: http://code.google.com/p/battlestone/downloads/list
Alternatively, the most up to date version (gets updated daily) is always available from here:

Once again, you must have the .net framework v2.0 (see above)
This version currently lets you manage: floor tiles, wall tiles and objects
Floor tiles now need only a single depth piece to be specified
Wall tiles can be specified by either defining both the left wall and right
wall, or by defining just the left wall and then use the mirror image of
that to draw the right wall. Walls can have a variable depth (0 - 32 pixels)
They can be as high as you want, and as long as you want (so long as
they take up a whole number of cells)
When you download this and extract it, be sure to extract it to a different
place to the original, so as not to overwrite any work you may have done
using the original version.
This version of BattleEdit comes packaged with a number of samples:
3 different floor tiles of varying sizes
2 different wall tiles of different heights, lengths and depths
An animated deer
A chess Pawn
An animated bouncing ball
4 different trees of varying shapes and sizes
To view these samples, launch the application and click on tile manager.
Then expand either the "Not specified" or the "village" groups.
Enjoy playing around with it, and be sure to let me know what you think
